Abstract / Summary

The study examined the role of artificial intelligence in responding to the 2023 Turkey–Syria earthquake by analyzing practical applications such as computer vision for rapid damage assessment, machine learning for resource allocation, and natural language processing to support communication. The findings showed that these tools contributed to accelerating assessment processes and providing standardized maps for responding agencies. However, weak infrastructure and the absence of unified integration standards limited their full utilization.

The study concluded that artificial intelligence represents a promising foundation for developing more efficient and resilient response systems, provided it is integrated into existing institutional frameworks. It recommended capacity building and pre-disaster training, standardizing data protocols, and adapting technologies to suit resource-constrained environments. It also emphasized the need to establish ethical safeguards to protect privacy and to incorporate these solutions into disaster management plans in order to enhance response speed and reduce future risks.
